In 1998 congress passed the Internet Tax Freedom Act to promote commercial, educational and informational potential of the Internet. The Act stopped Federal, state and local governments from taxing Internet access, bit taxes, bandwidth taxes and email taxes. The United Nations has in the past considered proposing an e-mail tax, in an effort to raise funds to boost Internet technology access to poor countries. New York Free Resources New York
